BRIEF LIST OF THE POTENTIAL ENVIRNOMENTAL RISKS OF ASPHALT PRODUCTION
Nous, citoyens d’ Havelock, de Hemmingford, St-Chrysostome, Franklin, demandons à être informés du projet d’usine d’asphalte à Havelock sur le flanc Est de Carrières Ducharme. Nous demandons de
1. Examiner la lettre d’autorisation du Ministère de l’Environnement, le MDDELCC, la lettre d’approbation de la CPTAQ,l’ Étude d’impact environnemental soumise au Ministère
L’atmosphère: nous appréhendons la pollution atmosphérique de gaz émanant des opérations dont certains composés organiques volatils toxiques.. Que dit le cône de distribution de ces gaz ? Que sont les concentrations au sol ? Jusqu'où voyage la poussière générée par les opérations ? Jusqu’où s'étend le bruit ? Les odeurs nauséabondes affecteront notre qualité de vie .. tous les résidents le savent Les passages fréquents de poids lourds bousculeront notre communion à la nature . .
L’ eau: L’entretien des équipements, le rabattement de la poussière sur le site, la pluie, la neige généreront de l’eau de ruissellement.
Étant donné un indice Drastic élevé, soit la grande porosité du roc, l’eau s’infiltrera jusqu’à l’aquifère et commencera à le contaminer.
L’aquifère, ou nappe phréatique profonde, alimente en eau potable la vallée de la Châteauguay. Nous ne sommes pas rassurés.

Le trauma des Lagunes de Mercier hante toujours les résidents de la Vallée, drame initié par des barils de pétrole déposés dans une carrière désaffectée.La contamination de l’aquifère s’étend maintenant de Châteauguay à Howick.
L’eau de ruissellement voyagera également en surface, atteindra certains ruisseaux et précipitera le sort d’espèces menacées en voie d’extinction .. la salamandre .. , la reinette faux-grillon, Cf Ambioterra ..
Risques d'incendie et d'explosion : La production d'asphalte implique des composés inflammables ou combustibles et l'application d'une chaleur élevée. Les risques d'incendie et d'explosion sont donc considérables. Les explosions et les incendies libéreraient des produits chimiques toxiques dans l'air et dans le sol et les infiltrations affecteraient la nappe phréatique. Le fait que Havelock ne possède pas de service d'incendie et qu'il n'y a pas de bornes-fontaines sur la Covey Hill est très préoccupant.
2. Nous demandons être informés de la conformité du projet au Plan d’aménagement de la MRC du Haut Saint Laurent, des indices de pollution et due nuisance ; idem quant à la Municipalité de Havelock
3. Nous demandons que soit respectée l’Entente de Coopération en matière d’environnement entre l’État de New York et le Québec …conclue en 1993 et qui a prévalu lors d’initiatives canadiennes et américaines. Particulièrement l'article 5 de cet accord: Les Parties conviennent également de prendre, conjointement ou en concertation, des mesures pour prévenir la pollution transfrontière et les dommages à l'environnement, à chaque fois qu'elles le jugeront nécessaire.
We, the citizens of Havelock, Hemmingford, St-Chrysostome and Franklin, request to be fully informed about the asphalt plant project in Havelock on the eastern side of Carrières Ducharme. We ask to:
1. Examine any letter of authorization from the Ministry of the Environment (MDDELCC), any letter of approval from the CPTAQ and any Environmental Impact Study submitted to the Ministry of the Environment. Here is a brief list of potential harms to our community that can arise from an asphalt plant.
Atmosphere: we are concerned about the atmospheric pollution of gases emanating from the factory, including certain toxic volatile organic compounds. What is the distribution pattern of these gases? What are the concentrations on the ground? How far does the dust generated by the factory travel? How far does the noise travel? The nauseating odors will affect our quality of life... all residents know this. The frequent passage of heavy trucks will disrupt the connection with nature that we all enjoy.
Water: Maintenance of equipment, dust reduction at the site, rain and snow will all generate runoff water. Given the high Drastic index the high porosity of the rock, water will infiltrate to the aquifer and begin to contaminate it. The aquifer, or deep-water table, supplies the Chateauguay Valley with drinking water. We are not reassured. **See the Atlas of the Chateauguay watershed.
Fire and Explosion Risks: Asphalt production involves compounds that are flammable or combustible and the application of high heat. Thus the fire and explosion risks are considerable. Any explosions and fires would release poisonous chemicals into the air and into the ground and seepage would affect the water table. The trauma of the Mercier Lagoons still haunts the residents of the Valley, a calamity that began with the deposit of oil barrels in a disused quarry. As a result of this, contamination of the aquifer now extends from Chateauguay to Howick.
Runoff water will also travel on the surface, reaching some streams and threatening endangered species such as the salamander and the ‘false-cricket’ frog and many other species (cf Ambioterra)
2. We ask to be informed whether this project conforms to the development plan of the MRC du Haut Saint Laurent and to the pollution and nuisance criteria and likewise for the Municipality of Havelock 1. We ask that the 1993 Agreement on Environmental
3. Cooperation between the Government of New York State and the Government of Quebec, and which has since been applied to Canadian and American initiatives, be respected. Notably, Article 5 of this Agreement states: The Parties also agree to take, jointly or in consultation, measures to measures to prevent transboundary pollution and environmental damage, whenever they deem it necessary.
